Azure plan file storage - Use storage table instead of cosmosdb?

## Describe the Feature
Hello, I was wondering if it would be possible to make this action use the Azure storage account table functionality instead of cosmosdb to host the metadata about the plan files?

## Use Case
Save costs by not using cosmosdb and centralize plan file storage and metadata into the storage account.
