Trigger e2e test of the hosted runners when our or the upstream runner image changes

We have some rudimentary e2e tests that check our hosted GHA runners.

They can be manually triggered.

Extend the job so that

• it covers more/all of the runners
• it can be triggered by changes to our image build or the upstream image upon which it depends
