Option to use systemd-networkd insted of NetworkManager

Could we get an option to use systemd-networkd.service insted of NetworkManager im running on ubuntu 22.04 server on aws to host Ubiquiti UISP management server

This isn't an "option", it would be a wholly new cockpit project. Of course anyone interested can do that, and we are happy to provide some support -- but we are not going to do it ourselves in the Cockpit team (this is a priority/capacity issue). There is already #19405 about it, no need to track it twice.
