Capture Shift + Tab in Terminal

Explain what happens

When using shell completion, for example with file paths, you may want to hit shift + tab to traverse the list in the reverse direction. Using tab works but using shift + tab causes the terminal to lose focus and keys to no long be captured.

Heya, can confirm this is a bug. Though unlikely we can fix it in the near term due to us using xterm.js and their Canvas addon which handles the focus trapping.

Tracking #22509 to see about improving the terminal, but for now nothing we can do.
