systemd user services belonging to root don't show in web UI

Explain what happens

I have several systemd user services belonging to the root user (in path /root/.config/systemd/user). When I'm logged in as a non-root user, the services tab in Cockpit shows an option to view user services, but when logged in as root, this option is not present, and root user services don't show up:

Commit 154da47 introduced the user units feature to Cockpit. The commit message notes that

The root user does not have user services. Hide the new toggle buttons when logged in as root.

however this is not always true - my root user has user services:

I think that all you'd need to do to fix this is just remove the check for root at

cockpit/pkg/systemd/services.jsx

How does .config/systemd/system differ from /etc/systemd/system? It feels rather weird to use this as that would imply either enabling lingering for root or having these services only active when root logs in?
