Archive or remove our fork of ms-tpm-20-ref

https://github.com/coconut-svsm/ms-tpm-20-ref is not used anymore since #514 is merged so we can remove or archive our fork.

@joergroedel I opened here, since in that repo I can't open issues.

Will it still be possible to pull from it when it is archived? I'd like to keep it around so that SVSM builds from older commits (before the transition) continue to work.
