User Story 2:

As a cross-registered student,
I want to filter courses by cross-registration eligibility,
So that I can easily find classes available to me at Harvard Kennedy School.

Definition of Done:
• Add a cross-registration filter to the query form.
• Only courses eligible for cross-registration are returned.
• Test by selecting the filter and validating the results against official HKS website.
