Clarify position on anonymity and confidentiality of reporting #22

Recently I looked at CoCs from some organizations to see if they have anonymous reporting. It seems like this CoC creates a possibility of anonymous reporting (by phone or untraceable email), but not a specific mechanism for it. I also did not see any clarification of whether reports would stay confidential.

There are arguments for and against anonymity, confidentiality, and transparency. However, I think all parties would be well-served by having clear guidance before they are confronted with a situation or report.
