Submitting a new post sometimes creates duplicates (ND) #1672
Description
Occasionally, somebody posts a new question and gets two copies, like in this meta report. I know I've seen past reports of this, but if we have a tracking issue I haven't found it. It seems to be non-deterministic; either that or we haven't characterized it properly yet.
