[FEATURE]: Implement parsing of CLF files in the SMPTE ST 2136-1 format.

### Description

There are a few differences between SMPTE ST 2136-1 and CLF 3.0 that need to be addressed in our data representation (e.g., two forms of ID data in the Process List attribute, a few new nodes, optional versus non-optional attributes), before we can represent the content of SMPTE ST 2136-1 compatible CLF files.
