[FEATURE]: Implement YCgCo-R/YCgCo-RE/YCgCo-RO support along with YCgCo

Description

ITU-T Rec.273 latest revision (10/24) have definitions of YCgCo-RE/YCgCo-RO.

YCgCo-R is a different bit-exact implementation of YCgCo using S-Transform (Lifting scheme)

Along with that latest ITU-T have definitions for YCgCo-RE/RO as new CICP entries. Here RE/RO means bitshift is even/odd. This is targeted to make wider applications to image and video formats with YCgCo.

libavif, AV1 Image Format from AOMedia also happen to have public implementation of YCgCo-RE/RO version.
