[Feature Request] Add contribution guideline

I'm looking into contribute some code to this project. But since it's using mill instead of sbt, I'm not sure how to build it. I checked mill document but still don't know how to do tasks like compile and run tests. It would be great to have some document about how to build the project and contribute to it.
