Libbpf scripting issue

Needs extra Windows Powershell script for Windows builds (has bash scripting)

oh... there is no custom script, so its the default thats failing somehow

libbpf uses Make instead of CMake and that was untested until now

So not just the if is out of place, also the make parameters are wrong.

The question is if we should bother at all with this. - do we even have Make installed on Windows?

I could give it a try, but it's likely I need to disable it altogether

Disabled Make altogether.

Next:

• Need a solution for headeronly libraries like cli11 which are headeronly, but do have a cmake script, but also don't "need" the build?

(I'm mostly confused at the moment, will continue some other day)
