Support mkl 2023

Issue

The more recent (i.e. newer than 2.7.3, which has a version that does not need mkl) versions of numexpr on conda-forge currently do not support mkl 2023, which is now available.

Currently numexpr still requires mkl >=2022.1.0,<2023.0a0 which blocks the update of mkl 2023

The new version numexpr-2.8.8-mkl_py39hd5aa651_0.conda requires mkl>=2023.2.0,<2024.0a0 (see Intel VML support).
