Reduce extraneous `noarch` packages

Currently we upload noarch packages from multiple jobs even though the content of them doesn't really differ. It appears this happens as the noarch packages treats unneeded keys like build_platform, target_platform, cuda_compiler or cuda_compiler_version as a hash inputs. To fix this we should add these to build/force_ignore_keys to the noarch packages

We have much fewer noarch packages with the upgrade to XGBoost 3: #226

Will need to take a closer look and assess whether there are further improvements to be had or if this is good enough
