Add additional `CbcParser` support in the recipe parser classes

This ticket builds on top of #399 and #400. Here are a handful of locations that have been marked with selector support TODOs that did not fit the scope of PR #400:

• RecipeReader::_render_jinja_vars()
• RecipeReaderDeps::get_package_names_to_path()
• RecipeReaderDeps::get_all_dependencies()
• RecipeParserDeps::add_dependency()
