`crm bump-recipe` ensure multi-output `/build/number` fields are validated

The /build/number field can exist PER output in a multi-output recipe.

So we should make sure that crm bump-recipe can handle this case. It is okay to be missing the top-level build number if ALL the outputs have one defined.
