Fully Isolated builds

Builds currently take tens of minutes and often fail. Today, for instance, I couldn’t complete a single build because the NixOS tarball was downloading at just 17 KB/sec. It would be fantastic to have a fully isolated, offline build environment with a built-in repository and minimal configuration required.
