Update the compatibility matrix for coreDNS deployment

The compatibility matrix here https://github.com/coredns/deployment/blob/master/kubernetes/CoreDNS-k8s_version.md should be updated for k8s 1.31.x version. Now that there is also 1.11.3 coreDNS version available, its important to know if the new version is compatible and to which k8s versions.

Thanks. FWIW, the table is not a “compatibility” matrix per se, rather it simply lists what versions are installed by each version of kubeadm. This is usually whatever the current release of coredns was at the time of the kubeadm release.

Nevertheless we should endeavor to keep this up to date.
