Download cmake-<version>-files-v1.json and parse

Starting with 3.20 cmake offers this handy json file providing information about the github releases filenames.
Looks like CMake download with the current approach does not work again for CMake 3.23, so it would be best to just parse the json to get the filename right.

We still have to use the old approach for older cmake releases though, but that doesn't matter
