No dutch locale after updating to version 3.1.2

Describe the bug
After updating from v3.1.1 to v3.1.2 the UI switched back to English language, when before it was always in Dutch. In settings there is no option to choose other languages anymore; there are only two options: English and English...

To Reproduce
Steps to reproduce the behavior:

1. Install V3.1.1
2. Set UI language dutch
3. update to V3.1.2
4. Notice UI language is English
5. Try change UI language in settings and notice dutch is gone

Expected behavior
UI in Dutch
