Relational Algebra

This might be a duplicate of https://github.com/crystal-community/crystal-libraries-needed/issues/43 but I wanted to make an issue for it.

I think it would be a good idea to have a ground up implementation of a relational algerbra library that could be shared across different ORM implementations.
