public voting and future weight problems

Continuation of #432 
We hosted TSG CTF 2024 (https://ctftime.org/event/2424) .

However, public voting is not assigned and the future weight remains 0.
If this is the case, the weight will return to 0 instead of increasing, even though we have held the ctf.

Please address this issue.
