Add a panel to the admin area where you can change the settings in .env

The issue is it's hard to edit the .env file on the fly.
I'll try and get a pull request submitted when I have time.

For security reasons, I was having second doubts about adding this feature. but I think someone pointed out that another large PHP project was providing a similar feature. Maybe we can do research there to see how they're doing it :)
