Restore post-checkout in v3 and newer

In v3 and newer of the orb the post-checkout: option is no longer available. It would be helpful for this to be restored, we currently cannot move forward because our install requires a .npmrc file to be in place to download private packages. v2.2.0 has this but in newer versions this has been removed
