Blueretro wiring

Hi All

I am a newbie at soldering the SMD version of the PCE adaptor I was was wondering where it says

If using a universal FW, make sure to connect I39 to 3.3V and IO19, IO21, IO22, IO25, IO32, I34 & I35 to GND.

can somebody just explain the procedure plz, I just ie I35 to GND, do I have to run a wire from I35 to GND.

also can I connect the AIO adaptors to the blueretro bought online adaptors.
