Use FCL's half-plane geometric primitive for the ground

We currently implement the ground as a programmatically-generated fixed cube. We should be using a half-plane instead, both because it's more efficient and because it's bigger than 10m x 10m and thickness doesn't matter. To do this, DART needs to expose FCL's geometric primitives.
