[Exporter] Check if we can emit `databricks_permissions` without being admin user in the workspace

Right now we emit databricks_permissions only if the current user is workspace admin. We need to check if we need this permission to export individual objects, i.e. for non-admin users who want to export their work only, but keep permissions
