A service is always stopped before its ("hard") dependents. To have A stop before B, then B must depend on A.

Is it possible to create dependencies during shutdown/reboot? I want to exceute a certain dinit service file before an other one during shutdown process. For booting there existis depends-on, after, before. How can I achieve an order during shutdown/reboot?
Example:
During a shutdown not stopping the ssd-session processes causes a long long waiting on client side. The solution could be a stop-command in sshd service file, which kills the sshd-session processes, but it should be executed before network.target/network stopps. As I can see in the syslog logfile the sshd service file is executed very late, especially after network.target/network.
