Add CORS support to the web server hosting the DC vocabulary

Missing CORS support on the web server causes tools running in web browsers not to be able to work with e.g. https://www.dublincore.org/specifications/dublin-core/dcmi-terms/dublin_core_terms.ttl

@jakubklimek DCMI now experimentally supports CORS for the specifications. Please test this and let us know if it works for you. Please remember that this is still experimental, and we may revert it at any time if required. Stable CORS support will be rolled out in 2025-Q1.
