Use bitstring status list to flag evolution of identity after ICA credential is issued?

Suggestion from Alex Tweeddale: Use a bitstring status list embedded in the ICA credential to provide a hook for evolution of the credential. This may provide a hook to allow the ICA to restate some or all of the verified identities as the named actor's identity evolves (i.e. new name, new web site, new social media).
