Deprecate apikey="" Authorization headers

With the submitter in place, there should be no components making requests with Authorization: deconst apikey="..." headers.

• Accept apikey="..." headers, but log them as deprecated.
• When a week has passed with no deprecation notices, 🔪 the code that accepts them.
