[Feature Request] Switch to LibTorch Stable ABI #4896
Description
Summary
Switch to LibTorch Stable ABI in the libdeepmd_op and libdeepmd_cc libraries.
The LibTorch Stable ABI is based on headers files driven by the C API (which has a similar design like DeePMD-kit), thus it can promise the ABI-stability.
