Describe what should be investigated or refactored
This issue is based on a PR comment pointing out that mappings by family seems to be unused and a remnant of the time before we had advanced filtering.
This should be investigated and then cleaned up. It seems to just hold some unused state at this point. Make sure there is an investigation of the filtering and spreadsheetRoutes before removal.

Code that references state.mappingsByFamily() - we keep the state up to date but it seems like we do not use it.
