Enhance Capability Support in Component Definition #899

Currently we have minimal support for Capabilities inside a Component Definition - Some additional things to explore:
- Perform capability merges
- Generation of capability entries
- Validation of capabilities (since they can have implemented requirements)
Additional context
Probably additional fact-finding needed to determine demand signal and prioritization of the above list, along with specific issues to capture the scope, as the above list should probably be broken into a few distinct efforts.
