Refactor composition methods #918

Describe what should be investigated or refactored
Current composition methods recursively compose all data from a component definition (imported component definitions and including validations). The new method on the OSCAL Component Definition ResolveImportComponentDefinitions can/should be used instead.
This issue is regarding the refactor of that cmd and the library composition package.
