Generate PROTOCOL.md from OpenAPI.json

The current OpenAPI.yml is out of date. It lacks some changes from the protocol.md, like:

• expirationTimestamp (Add an optional expirationTimestamp field for pre signed urls #312)

Ideally, you should also generate your Scala code from this OpenAPI.json document.
