Confusing vets-api Central Mail library with the Centralized Mail Portal

I am with the Digitized Mail Handling Service (DMHS) program better known in the VA as the Centralized Mail Portal.

Recently, our help desk has begun receiving requests for support from developers using the vets-api Central Mail library. Since we can't help them, we have been redirecting them back here. Some are harder to convince than others.

I am wondering if you could update your readme to include instructions for developers on how to seek help and try to remove some of the confusion that seems to be happening.
