vcpkg missing from cpp images

Hi Team,

I have test multiple cpp images - debian-11, debian-12, ubuntu-20... All dev container based on these images do not have the vcpkg installed while the documentation clearly mentions that it should be installed at "/usr/local/vcpkg".

I am running devcontainer on Apple silicon (M3). Possibly the problem may be limited to ARM64 images but I haven't confirmed this yet.

Thanks for opening the issue & thank you for your patience. Do you still see this issue happening? I tried with debian 12 on aarch64 i.e. arm64 & I can see vcpkg is indeed installed & present in /usr/local location. I used the latest dev image from MCR repo "mcr.microsoft.com/devcontainers/cpp:dev-bookworm". Kindly let me know if you are still facing this issue.
