Support PHP 8.4 scheduled for 21-11-2024

PHP 8.4 release notes
PHP 8.4 has been released 2.5 weeks ago, but there is no dev container image yet that supports this version.
I would like to start developing and testing our codebase with this version.

• Open a PR
• Create a release
• Update templates (if necessary)
• Update [Tracking] Image support, deprecation / EOL dates #90
• Update Microsoft Artifact Registry docs
