Automate the Stack Deprecation & Removal process

Issue Description

As mentioned by EPIC #1755 we need to automate the process of deprecation and removal of stacks.

A way to go would be to adopt the https://github.com/thepetk/devfile-registry-maintainer PoC and create a CI workflow that takes care of inactive stacks, following always the Lifecycle process.

Acceptance Criteria

• Inactive stacks are marked as deprecated via automated PRs (review remains manual)
• Deprecated & inactive stacks are removed via automated PRs (review remains manual)
