Switch: Update CMake to 3.28...4.0

I'm currently working on reworking Flycast's CMake setup, and part of that involves updating the minimum required CMake version. Currently, I'm targeting 3.28, which works for every other build environment but for devkitpro/devkita64, the current listed CMake verison is 3.25.1.

fwiw dropping minimum cmake version to 3.25 builds fine. Is there a good reason for targeting 3.28?

We generally use debian oldstable as much as possible to preserve compatibility with a wide range of linux distros. We're not averse to upgrading some components - we're using cmake from backports which brings in the package from stable for example. Trixie will release soon and we'll upgrade the images to bookworm then. Continuing to use backports for cmake will upgrade to 3.31 but in the meantime I'd really recommend sticking with 3.25 for your minimum.

Ig we can stick with 3.25 for now, could we leave this issue open for tracking?
