How does this feature work?

My theory is that it treats each line as part of the "ignore text" filter? Is this correct?

When new text is added on a page, and that text is already on the page, it does not trigger a change detection. In other words, duplicate text will not trigger a detection with the above feature enabled and I am trying to get around that.
