fix upper case urls for blog and news posts

something is still weird with our urls - just discovered we have a disablePathToLower option set to true but it should be set to true; I think I overrode the slug in the old blog posts where it was causing problems, but probably cleaning that should be handled as a separate pr so I can run a crawl and check for any urls changes that will be broken by the config change

• fix/remove disablePathToLower option in config
• run crawl script to compare production site and dev site to check for urls that will be broken
• add aliases for any old urls with capital letters
