Add a configuration file.

It would be nice if we could provide a way to change some of app behavior at runtime (disabling update checks, changing the default anonymization strength or disabling star-bucket creation currently come to mind).
For now, a simple, read-only JSON file can do the trick. We can provide a UI component for editing it later.
