Description
The section states that:
[T]he jurisdiction for the applicable Incorporating Agency or Registration Agency at the locality level MUST include the country and state or province information, ..., as well as the locality information.
But also, that:
These fields MUST NOT contain information that is not relevant to the level of the Incorporating Agency or Registration Agency.
There is some empirical ambiguity on how this should be handled for (e.g.) city-states - should state or province information be included, because the first clause implies that inclusion? or should it be omitted because there is no relevant state or province?
The VMCR's should clarify the proper interpretation in this case. It has been mentioned that this may be applicable to the EVG's, SBR's as well.
