When are Data Entry Triggers run?

Always (even if user cancels or only partially fills out the form)? If so, does the record have a status we can use to decide if kit should be ordered?

If I am understanding this correctly, we would only want the data entry trigger for the kit to happen when all the consenting related pieces are complete. You may need to work with Jonathon K. to define exactly which variable will be the final one to trigger the kit send once consent is complete.
