check how to run plugin verifier on pycharm and rider instead of building with pycharm and rider

when running plugin verifierwith pycharm or rider it fails , it finds incompatibilities like 

> Access to unresolved class com.intellij.execution.CommonJavaRunConfigurationParameters

but its is compatible, the java code will not run on pychar, or rider, etc.
currently we build in github with Idea, Rider and Pycharm , its many workflows and takes time, would be easier to just run plugin verifier
