[Feature request] arm64 linux wheels wheels for tl2cgen

Currently, tl2cgen does not have wheels for arm64 linux, and building tl2cgen from source fails on Ubuntu 24.04 with Python 3.12.

It would be good to have wheels support for arm64 linux as well along with the existing x86_64, amd64, and macos wheels.
