[Bug]: UI Issue: The PersonaBar's Edit Mode button does not obviously indicate when it's "Locked"

What happened?

In DNN 10, I went into "Edit Mode" and then lock "Edit Mode" and I got confused because it's not very obvious that I'm locked into Edit Mode like it did in previous versions of DNN

Steps to reproduce?

1. As an admin or superuser, go to the PersonaBar
2. Click on "Edit Mode"
3. Click again to "lock Edit Mode"
4. Notice that when you're locked into Edit Mode, it's not very clear you're locked in

DNN 10:

Edit mode (normal)

Edit mode (locked)

Non-DNN 10:

Edit mode (locked)

Current Behavior

It seems that being in edit mode, and being "locked" in edit mode, there is no visual indicator to show the difference.

Expected Behavior

I expected it to look visually different when you're locked in Edit Mode.

Interesting. That was probably impacted by some of the default.css and persona bar CSS clean-up effort. Tagging @valadas just in case something pops out here.
